Abstract
Little has been written about political parties and party systems in Andorra. Serra (2015) found high levels of party volatility have existed since the adoption of the new constitution and new electoral system in 1993. In this chapter, through a close reading of the evolution of parties at each election since 1993, we offer a more nuanced view, concluding that a centre-right predominant-party system (Sartori 2005) was consolidated at least by the time of the pivotal 1997 election, and that the critical elections which took place in rapid succession in 2009 and 2011 saw Demòcrates per Andorra (DA) replacing the liberal party as the predominant party. This cannot be understood without a thorough historical overview, giving a sense of Andorra's former government by notables and the effect this old system still exerts in modern politics.
