Abstract
The purposes of this study were to: (1) identify and describe supporting and deterring factors which existed within seven successful 2+2 programs in California as perceived by high school, Regional Occupational Center (ROC/P) and community college administrators, and (2) obtain and compare recommendations and strategies from these administrators and local Tech Prep consortia directors regarding the development of Tech Prep programs. A questionnaire was used to gather data from 127 program administrators involved in 2+2 articulation partnerships and 73 Tech Prep consortia directors and coordinators involved in the first year of the development of local Tech Prep programs in California. Factors found as strongly supporting 2+2 programs include the attitudes and commitment to the articulation process by secondary and community college administrators and secondary system teachers, and the establishment of written policies. Available funds needed to support articulated courses was the only item rated as a strong deterrent. A larger percentage of the ROC/P administrators rated factors supporting the quality of their 2+2 programs as less of a support and recommendations for Tech Prep program development of lesser importance than the other groups. Recommendations given the highest degree of endorsement by the 2+2 and Tech Prep leaders for Tech Prep program development include the integration of academic and occupational concepts in course curriculum, involvement of business and industry in establishing curriculum and program competencies, and coordination of guidance services between secondary and postsecondary systems. Attitudes are a very important element of successful 2+2 programs and are projected to be equally important to the success of future Tech Prep programs. ROC/P administrators may have different perceptions toward 2+2 and Tech Prep programs than other participating administrators. It is recommended that change strategies be incorporated into the development of Tech Prep programs. Building strong 2+2 programs involving Tech Prep program stakeholders is highly recommended. Strategies used in the development and implementation of Tech Prep programs should include the building of partnerships between administrators, teachers, counselors and employers.
